End of home-ownership housing benefits for new loans
The 2018 Finance Act excludes the APL, the family housing allowance and the social housing allowance for home-purchase loans (and, for the APL, lease-purchase contracts) signed from 1 January 2018. As an exception, for the APL only, the exclusion applies only to loans signed from 1 January 2020 when the dwelling is an existing one in a municipality outside high-demand areas (list set by order). Applications filed before 31 December 2017 and signed before 31 January 2018 remain eligible.

A positive amount is revenue or savings for public finances; a negative amount is a cost or lost revenue.
Measure impact
Low-income households buying their main home with a loan signed from 2018 no longer receive housing benefit towards their repayments; existing recipients keep their aid. In 2016, 435,000 households received such aid for €831m, with about 30,000 new entrants a year. Estimated saving: €50m in 2018.
