Gradual removal of the reduced excise rate on off-road diesel (excluding agriculture)

Article 94 of the 2024 Finance Act phases in the alignment of the reduced excise rate on off-road diesel (GNR) with the road diesel rate. The rate rises from €18.82/hl to €24.81/hl on 1 January 2024, then by €5.99/hl each 1 January until 2029; the reduced rate is abolished on 1 January 2030. Businesses using off-road diesel for non-road machinery (construction and public works, industry, handling) pay €5.99/hl more excise each year from 2024 to 2029, before the road diesel rate applies in 2030. Construction firms with 15 employees or fewer received a 5.99 cent per litre aid for 2024 (Decree No. 2024-761 of 8 July 2024).
