Abolition of the business tax (taxe professionnelle) and creation of the territorial economic contribution (CFE)
Article 2 of the 2010 Finance Act abolishes the business tax (taxe professionnelle) from the 2010 tax year and creates the territorial economic contribution (CET), made up of the business property contribution (CFE) and the contribution on companies' value added (CVAE). The CFE keeps the property base of the former tax: equipment and movable assets are removed from the base. On request, the CET is capped at 3% of value added. In 2010, a transition year, the CFE is collected by the State and local authorities receive a bridging compensation; the revenue is allocated to them from 2011. The Constitutional Council struck down some provisions of the article (decision no. 2009-599 DC).
Measure originators
A positive amount is revenue or savings for public finances; a negative amount is a cost or lost revenue.
Measure impact
Businesses no longer pay local tax on their equipment and movable assets. According to the Senate finance committee's general report, turning the business tax into the CET cuts the tax burden on businesses by €7.1 billion and worsens the State budget balance by €11.7 billion in 2010 and by €4.3 billion at cruising speed. In 2010, local authorities receive a bridging compensation instead of business tax revenue.
