Tobacco: trigger for the increased minimum excise raised from 95% to 97% of the average price
Article 5 of the amending finance act of 8 August 2014 amends the last paragraph of Article 575 of the General Tax Code: the budget minister may raise by order, up to 25%, the minimum excise duty on a tobacco product whose retail price is below 97% (instead of 95%) of the average price of the same product group recorded by the latest price order.

Measure impact
Cigarettes and tobacco sold well below the average price can face an increased minimum tax as soon as they are 3% below the average price (instead of 5%), in order to limit price cuts on entry-level products. According to the Senate, the trigger for an entry-level pack was then €6.34 for a reference price of €6.50.
