€22 minimum hourly rate for home help services
Article 44 of the 2022 Social Security Financing Act creates a minimum hourly rate for home help services working with recipients of the personalised autonomy allowance (APA) and the disability compensation benefit (PCH). Departments can no longer set a rate or funding below this amount, which is fixed each year by ministerial order. The autonomy branch of social security (CNSA) compensates departments for the extra cost. The order of 30 December 2021 sets the rate at €22 per hour for 2022.

Measure impact
Since 1 January 2022, an hour of home help funded by the APA or the PCH cannot be valued below €22, against an average rate of about €21 before. The measure concerns home help services, which support about 760,000 elderly or disabled people, and the departments that fund them. The contribution paid by APA recipients rises slightly with the rate.
