Transitional regulated electricity market adjustment tariff (TaRTAM)
Article 15 of the Energy Sector Act creates the transitional regulated market adjustment tariff (TaRTAM). Any final electricity consumer who requests it in writing from their supplier before 1 July 2007 benefits from it for two years, including with an alternative supplier, for sites that had left regulated tariffs. The tariff may be neither lower than the regulated sales tariff nor more than 25% above it. The order of 3 January 2007 sets it at the regulated tariff excluding tax plus 10% for low-voltage sites up to 36 kVA, 20% above 36 kVA at low voltage and 23% for sites connected at high voltage (HTA and HTB). The cost for suppliers is offset by a contribution from nuclear and hydro power producers (Decree No. 2007-689 of 4 May 2007).

Measure impact
Businesses and consumers who had left regulated tariffs for market offers, whose prices had risen sharply, can return to a capped price at most 25% above the regulated tariff. The scheme, funded by incumbent producers rather than the State budget, was extended several times before ending with the 2010 NOME electricity market act.
