Third reimbursement rate created for medicines with low medical benefit
Decree No. 2010-6 of 5 January 2010 classifies reimbursable medicines into three categories according to whether their medical benefit is major or significant, moderate, or low. For medicines whose medical benefit is rated low in all indications, it creates a patient co-payment of between 80% and 90% (Article R. 322-1, 14° of the Social Security Code), i.e. reimbursement of 10% to 20%, the exact rate being set by the national union of health insurance funds (UNCAM). UNCAM decisions taken on this basis cannot take effect less than three months after the decree’s publication.

Measure impact
Patients pay 80% to 90% of the price of medicines with low medical benefit, instead of 65% previously. Vie-publique.fr, presenting the 2010 social security budget, states that reimbursement was cut from 35% to 15% for around a hundred medicines; the 15% rate results from an UNCAM decision not consulted here. No official estimate was found.
