Fee levied by AFSSA on applications for plant protection products and fertilisers
Article 130 of the 2007 Finance Act creates a tax collected by the French Food Safety Agency (AFSSA) on each application concerning plant protection products, their adjuvants, fertilisers and growing media: listing of a new active substance, marketing authorisation or approval, extension of use, renewal, trial distribution authorisation, etc. The tax is paid by the applicant when filing. The rate is set by order between €40,000 and €200,000 for a new active substance and within caps of €40,000, €15,000 or €4,500 for other applications. The order of 29 December 2006 (Official Journal of 4 January 2007) sets in particular €160,000 for a new active substance (€40,000 for pheromones and unmodified plant substances) and €33,000 for a product marketing authorisation. Revenue is allocated to AFSSA.
