Levy for the development of the paper, board and pulp industries
The 2018 Finance Act creates a levy earmarked for the paper industry technical centre (Centre technique du papier), replacing its funding by budget grant. It is due from manufacturers established in France and on imports from outside the European Union and European Economic Area. It is based on turnover excluding tax or customs value, at 0.4‰, adjustable by decree between 0.4‰ and 0.6‰, within a revenue cap.

Measure impact
Manufacturers of paper, board and pulp and non-EU importers pay 0.4‰ of their turnover or imported value, declared every six months, to fund the sector's collective research and innovation. Applies to transactions from 1 January 2018.
