Tax on personal holding companies extended to cash and financial investments at a 2% rate
The amendment supplements Article 235 ter C of the General Tax Code (tax on personal holding companies created by the 2026 Finance Act): the base would include deposits, term accounts, savings accounts, securities, fund units, capitalisation contracts and receivables held by the holding company, taxed at 2%. Excluded are stakes of at least 5% in operating companies (and receivables on them), certain SME securities and private equity funds (FCPR, FPCI, ELTIF), and sums the company declares it will invest within three years in an operating company or in homes let as tenants' main residence to third parties; failing such use, the tax is due with late-payment interest. Applies to financial years ending on or after 31 December 2027.

Measure impact
Personal holding companies subject to the Article 235 ter C tax would also pay 2% on cash and financial investments not reinvested in productive businesses or rental housing, from financial years ending in late 2027. Adopted by show of hands against the opinion of the finance committee; the Government had asked for its withdrawal.
