Tax on the operation of long-distance transport infrastructure (motorways, airports)
The 2024 Finance Act creates an annual tax on the operation of long-distance transport infrastructure (Articles L. 425-1 to L. 425-20 of the Code of taxes on goods and services). It applies to operators whose operating revenue exceeds €120m a year and whose average profitability (net profit over turnover, smoothed over seven financial years) exceeds 10%. It equals 4.6% of revenue above €120m. Proceeds go to the French transport infrastructure financing agency, with one twelfth to municipalities and one twelfth to departments. In practice it targets motorway concession companies and some major airports.
Measure originators
A positive amount is revenue or savings for public finances; a negative amount is a cost or lost revenue.
Measure impact
According to the Government's impact assessment, the tax yields about €600m a year from 2024. Filing and instalment payment rules were set by Decree No. 2024-90 of 8 February 2024. The 2027 draft budget proposes a modulated rate (separate entry).
