Zucman tax: minimum tax on very large fortunes
A 2% minimum tax on net wealth above €100 million, inspired by the work of economist Gabriel Zucman. Bill by the Ecologist MPs passed by the National Assembly on 20 February 2025, then rejected by the Senate on 12 June 2025. Taken up in amendments by the Socialist, LFI-NFP and GDR groups to the 2026 budget bill, rejected by 228 votes to 172 on 31 October 2025.
Measure originators
A positive amount is revenue or savings for public finances; a negative amount is a cost or lost revenue.
Measure impact
The minimum tax would have applied to all assets (property, financial, business) of households holding more than €100 million, about 1,800 households according to its proponents. The Conseil d'État had flagged a risk of unconstitutionality.
