Emergency medical transport requested by the SAMU covered at 100%
Article 34 of the 2023 Social Security Financing Act adds to Article L. 160-14 of the Social Security Code an exemption from the patient co-payment for transport carried out at the request of an emergency medical service (SAMU) unit. These urgent pre-hospital transports, previously reimbursed at 65% unless exempt, are covered at 100% from 1 January 2023.
Measure originators
A positive amount is revenue or savings for public finances; a negative amount is a cost or lost revenue.
Measure impact
Patients transported at the request of the SAMU no longer pay a co-payment. The impact assessment puts the extra cost for health insurance at €70 million a year and plans to offset it by raising, by decree, the patient contribution on non-exempt scheduled transport.
