Pension quarters credited for 2020 and 2021 to self-employed workers hit by the health crisis
Article 107 of the 2022 Social Security Financing Act grants, on an exceptional basis and without contributions, basic pension quarters for 2020 and 2021 to self-employed workers, company officers and artist-authors eligible for the contribution exemptions and reductions linked to the health crisis. The number of quarters granted makes up for the drop compared with the average validated from 2017 to 2019. The old-age solidarity fund pays for the quarters granted.
Measure originators
A positive amount is revenue or savings for public finances; a negative amount is a cost or lost revenue.
Measure impact
Self-employed workers in the sectors most affected by administrative closures (sectors S1, S1 bis and S2) who validated fewer quarters in 2020 or 2021 recover the lost quarters for their basic pension. About 150,000 self-employed workers would be concerned for 2020, according to the impact assessment. The measure applies to pensions starting on or after 1 January 2022.
