3.5% insurance contract tax on 'solidarity and responsible' health policies
Article 21 of the 2011 Finance Act removes the exemption from the special tax on insurance contracts enjoyed by 'solidarity and responsible' health insurance policies and makes them subject to a 3.5% rate (Articles 995 and 1001 of the General Tax Code). The revenue from this portion goes to the National Family Allowance Fund. The measure covers premiums falling due from 1 January 2011. The rate was raised to 7% for premiums due from 1 October 2011.
Measure originators
A positive amount is revenue or savings for public finances; a negative amount is a cost or lost revenue.
Measure impact
The tax, generally passed on in premiums, makes 'solidarity and responsible' supplementary health insurance more expensive. The Senate general report estimates the revenue at €1.1 billion.
