Return to the 5.5% reduced VAT rate for books and live performance tickets
The August 2012 Amending Finance Act restores the 5.5% VAT rate (instead of 7%) for books, including rental and e-books supplied by download, and for tickets to theatres, circuses, concerts and variety shows (except venues where consumption during the show is customary). It applies to transactions for which VAT becomes due from 1 January 2013.
Measure originators
A positive amount is revenue or savings for public finances; a negative amount is a cost or lost revenue.
Measure impact
The rate for these goods and services had been raised from 5.5% to 7% on 1 January 2012. According to the Senate report, returning to 5.5% costs €50 million for books (impact assessment) and at most €19 million for live performances (tax legislation directorate estimate).
