Île-de-France transport levy: 1.7% zone extended to the Paris urban unit
Article 32 of the 2010 Amending Finance Act rewrites Article L. 2531-4, 2° and 3° of the General Local Authorities Code, which set the maximum rates of the transport levy collected in Île-de-France for the regional transport authority (STIF). The 1.7% rate now applies to municipalities, other than Paris and Hauts-de-Seine, listed by a Conseil d'État decree issued after consulting the STIF, taking into account the boundaries of the Paris urban unit defined by INSEE; the 1.4% rate applies to the other municipalities of the region. Paris and Hauts-de-Seine remain in the first zone. In municipalities moving from the 1.4% zone to the 1.7% zone, the increase is phased in by thirds over three years. The article applies from the publication of the decree listing the municipalities, issued on 6 April 2012.

Measure impact
Employers with more than nine employees located in Paris-area municipalities that join the 1.7% zone see their maximum transport levy rate gradually raised from 1.4% to 1.7%. The Senate report puts the increase in revenue for the STIF at €105 million, with constant employment and wage structure.
