Urban free zones: adjustments to social and tax exemptions
The social cohesion programming act adjusts several exemptions in urban free zones (ZFU) and urban revitalisation zones (ZRU) set by the law of 14 November 1996: from 1 January 2005 the contribution exemption for associations located in a ZRU or ZFU also covers employees living in a sensitive urban zone of the same urban unit; the local hiring condition is widened to residents of the ZFU where the firm is located; the rules for firms present in a ZFU on 1 January 2004 are clarified. For the profits tax exemption (article 44 octies of the General Tax Code), headcount is assessed on 1 January 2004 (50 employees at most) and the large-firm exclusion targets firms with over 250 employees and turnover above €50 million or a balance sheet above €43 million.
